After the founding Seer, subsequent Seers may be appointed by the retiring Seer, or if none so appointed, selected by the Council of Elders, if a suitable candidate exists. Seers are rare occurrences, and there need not be a seer for centuries in a stable, certain environment, and yet perhaps often in an unstable, uncertain environment. |
