Resolve issues, disputes, and dissention within the temporal manifestation of the Paradigm. 
After the founding Seer, subsequent Seers may be appointed by the retiring Seer, or if none so appointed, selected by the Council of Elders, if a suitable candidate exists.  Seers are rare occurrences, and there need not be a seer for centuries in a stable, certain environment, and yet perhaps often in an unstable, uncertain environment.
