Inflation of the US dollar is commonly measured as a percentage change from year to year of the Consumer Price Index (CPI).  As can be seen in the underlying chart, it is not a constant, but varies considerable from year to year.  It even has negative years, which is called deflation.  The rate of inflation pertains to the purchasing power of the US dollar, but is reflected as price increases on the goods and services purchased.
